1999 evinrude 200 ficht cold start help

when air temp is 60 or below it dont want to start if you crank on it for awhile 5 or 10 mins it will crank.....after it cranks the first time it will crank right up the rest of the day and it runs fine no other issues or if its 70 or hotter it cranks fine its just when its cold it has a hard time cranking
