Looking for freeze plug info C0089440

Bought used and told it was in good running order but the guy told me the serial numbr and model number plate fell off a while back...freeze plug states C0089440.I'm told its aeither a 9.9 or 9.5 but nthing else is known about it.
If I can load pucs I have thdm. Any help on year and model would be helpful. Lid was not legible just " rude" left on the cover no other descernable colors or markings.
Any help would be appreciated. Also will help to know if I can convert to 15 hp once I know year to change over carb.
