Fuel filter under cowling not filling up

I have a 2009 e-tec 60, is my inline fuel filter under the cowling suppost to be full while running, mines looks empty constantly, but motor still runs

It is normal for that fuel filter to be close to empty while the motor is running.

Yes, The lift pump supplies fuel to the vapor seperator tank as needed. This results in a very small amount of fuel going through the filter.

Fuel does not flow through the filter all the time and it will not fill up and stay filled up because of that.  The vapor separator tank (VST) fills up then shuts off the fuel flow while the engine runs for a while. When the fuel level drops far enough, the valve opens and more fuel comes in to fill the tank, then is stopped when the tank is full again. The process repeats itself very slowly at idle and more often at high speed.
