75 Evinrude 2005 e-tec will not rev above 1750 rpm

2005 e-tec E75DPLSOR bogs down and surges above 1750 rpm.  diagnostic shows no codes and all paramiters are within tolerance   high pressure  fuel is 20 psi  lifting pressure is 3 psi   vapor seperator has been cleaned as well as filter   sensor ohm readings check out ok   all gauge lights go out after cycling    injector static test is ok   oil system was purged of air    spark plugs were cleaned  and indexed

the only thing that looks strange is the timing light above 1750  rpm is irratic and bounces around

also on the diagnostic what does missed oil pulses mean   diagnostic reads 128

any insite is appreciated

Your engine thinks it's in neutral. Check the shift adjustment at the neutral switch.

shift switch checks ok   and besides I can use the controller to rev the engine by releasing  controller from the shift lincage

At 1750 rpm in neutral the engine will drop spark to some cylinders to limit rpm. Your timing light results confirm that the engine is hitting the neutral rev limiter. By disconnecting the control box at the shift linkage very likely that the shift arm on the engine is moving enough to let the gear position switch on the engine extend to the "in gear" position which will allow the engine to rev up past the limiter.
As a tech we use the diagnostic software to adjust the shift cable while watching the gear position indicator. I would say your shift cable is slightly out of adjustment.
