primer bulb on oil tank

I noticed theres a primer ball on my external oil tank, (2107 250hp etec).  When does this need to be used ?  On refills ? signs of loosing pressure ?

 

I  have never seen a primer ball on an oil tank on other engines

 The oil tank primer ball is only used for purgie ar from the line during installation or after servicing the oiling system.

Other makes use air pressure or an electrical pump, so a primer is not needed
