2000 evenrude ficht e175fplssv

When I turn the key on, the lights in the dash cycles and beeps but they start flashing and it won't turn over...All I can hear in the motor is the fuel pump clicking..Can anybody tell me what to check....It only does this when it's real cold outside or when it's really hot and the sun is heating my motor cover up..

We need a bit more information if you would.


After you turn the key to ON and the SystemCheck lights sequence on and off, which lights remain flashing? Is it all 4 lights or only one light, and which one?


Was there any work done to the boat or motor prior to this happening or did the engine exhibit any strange  symptoms before it did not want to start?
