3 year service

Getting my three year service done in early June. There are two dealers reasonably close.  One is Mannis lighthouse landing in New Kensington Pa. the other is grove lawn marine in triadelphia West Virginia.  Can you tell what these dealers are certified in? Thanks

Both businesses that you mentioned are authorized Evinrude dealers.

Should the water pump be replaced at the three year service or just done upon inspection?

The pump kit should be replaced at the 300hr/3 year maintenance interval.  It may need replacement sooner if you run in shallow water with sandy or muddy bottoms.
