96 150 ocean pro start issue

I have a 96 150 ocean pro that’s giving me trouble. It coughs when I spray some starter fluid in the cylinders but it will not fire and I can’t figure it out. Any suggestions that I can try

Starting fluid is bad for 2-stroke motors as its solvent formula strips off any lubricating oil from moving parts. In some situations, it could cause engine damage from  becoming a "runaway"  or igniting a fireball back at you.

Because your motor pops with the spray, that means it is not receiving the correct amount of fuel either through the carburetor or fuel pump.

The factory recommends that a properly trained technician service your Johnson or Evinrude outboard motor. Should you elect to perform repairs yourself, use caution, common sense, and observe safety procedures in the vicinity of flammable liquids, around moving parts, near high-temperature components, and working with electrical or ignition systems.
