Jack Plate and transom wedges

I have a 25 HP evinrude e-tec.  17 ft Wareagle.  I installed an Atlas Micro Jacker jack plate and  I now  get some porpusing when im alone in the boat.  I trim all the way down and still get it.  when 2 people in the boat - no problems.

I purchased some TH Marine Transom wedges to try to get some more down angle.  Anyone have thoughts on if I should instal them between the motor and the jack plate or the jack plate and the transom.  or should it matter?

Or, has anyone tried this and had it not work at all?  Ready to put them on now, but I am questioning what is best.

An update for those interested. I put the transom wedges between the motor and the Micro Jacker jack plate and ran the boat. It was much better than before. The porpoise is almost gone. Still had a small amount but the wind might of had something to do with that.
I don't see any problems with doing it this way. FYI
