I bought an eye 130 up with 58 hrs on it. It wouldn't get to the recommended full throttle revs. Reported lifted the motor still only getting 4800 revs. Took in for a service at 150 hrs and the exhaust valve seized. Mid section full replacement valve actuator replaced as it broke trying to move seized valve. Evinrude claim my problem not serviced annually. I bought on the 3 year no service requirement. Worst purchase ever $7600 in the hole. Thanks evinrude.

If the motor was used in saltwater, the operator's guide says to lubricate the motor annually. If in fresh water that is normally not done until the 3 year/300 hour service - whichever comes first.

The top rpm being too low also may have contributed to carboning up of the exhaust tuning valve. What size boat, top speed, and what size prop is on the motor?
