A laptop with the diagnostic software will tell if there are any electrical problems including ignition that are keeping the rpm reduced. A cylinder balance test will show the ones that are not generating their correct power output and then you can troubleshoot from there. See your dealer for the troubleshooting procedures.

The factory recommends that a properly trained technician service your Johnson or Evinrude outboard motor. Should you elect to perform repairs yourself, use caution, common sense, and observe safety procedures in the vicinity of flammable liquids, around moving parts, near high-temperature components, and working with electrical or ignition systems.
The information offered here is only general in nature and should not be construed as complete factory approved procedures, techniques, or specifications. Always use the proper service manual for your motor, up-to-date service literature, the correct tools, and have an understanding of how to proceed with troubleshooting and repair methods. If you are unsure or uncomfortable with a procedure, a situation, or a technique, enlist the services of a factory trained technician.

I am really sorry to hear of your experiences. Those are unusual to say the least. What is the name and location of your servicing dealer?
Have you contacted Evinrude directly either by email - brp.care@brp.com - or by phone at (844) 345 4277? If not, please have your serial numbers handy when you do.

Also check all battery connections, engine connections and above all the main battery switch. They sometimes fail internally.

The fuse is on the port top side of engine. Remove hood and you will see an imprint in the black cover saying 'fuse'. Lift black cover and you will find it.
Fuse controls engine, T/T and gauges.
