Question changing fuel filters

When changing the on-boat and the on-engine fuel/water separating filters, do I need to relieve fuel pressure?  Does the order matter?  The service manual isn't real specific.  Thanks,

When I did mine. I cracked loose the on boat first and spun on the new one. Then on engine filter. I don’t think any gas spilled out. R n r. Done  same as a car oil filter. Caution as there are a couple of thin wires that stick into the filter. Those are the water sensor wires.  About 3” long so drop down filter to clear the wires. Easy....
