Repower DOWN an engine?

Hi, locally there is a legal requirement for a max of 100 KW (134HP) when transporting passengers.


I have an offer for a boat with a 200HP Evinrude.


Is it possible to repower DOWN this engine to 134HP?

The factory recommends that a properly trained technician service your Johnson or Evinrude outboard motor.
