E115SNAF Pontoon Series

Hello all... My father purchased a new motor 2/22/2018. Started to have idling issues the second time out. After several trips back to the dealer they've replaced power head, computer, fuel pump,injectors etc... So after all that he takes it out for the first time and the rpms wont go past 5000 at 20 mph wot.. Before was it would run 5800 rpms at 26 mph wot. The prop was sized by delta when he purchased it. Now theyre telling him it needs to be repropped again. That doesn't seem right to me. Any advce? Thanks

It sounds like they installed a fully-dressed powerhead as it comes from the factory with all the new parts that you listed, ready to bolt on and go.  Perhaps there is a fuel restriction in the boat's fuel system or the linkage adjustment is not set up correctly. Only a trained tech would know what to look for.
